OpenLet $X$ be a regular algebraic variety over a field of arbitrary characteristic, and $G$ a finite cyclic group of automorphisms of $X$. Suppose that the fixed point variety $X^G$ of $G$ is a regular hypersurface of $X$ (of codimension 1). Is the quotient variety $X/G$ regular?
